States are on track to meet a Sept. 30 deadline to obligate $3.1 billion in Recovery Act funds destined for renewable energy and energy efficiency projects after encountering "challenges" that initially delayed progress, several state officials said during a briefing July 7.rnThe funds to be used for energy efficiency and other projects that reduce reliance on imported energy were appropriated to the State Energy Program, a state-based program administered by the Department of Energy, that distributes money in the form of grants, rebates, revolving loans, and other forms.
