Trucking industry and labor representatives sparred at a House hearing May 5 over a requirement by the Port of Los Angeles that truck drivers servicing the port be employed by a trucking company, part of a plan to reduce air pollution.rnRobert Digges, vice president and chief counsel of the American Trucking Associations, said the Los Angeles plan would exclude thousands of independent truck owner-operators from using the ports and cost thousands of jobs.rnDigges spoke at a hearing of the House Transportation and Infrastructure Subcommittee on Highways and Transit. Some committee members are considering introducing legislation that would authorize other ports to adopt controls modeled on the Los Angeles program.
