Outdated guidance and the lack of established standards for estimating costs have prevented the Department of Energy from effectively managing billions of dollars worth of contract work on construction projects, including nuclear waste cleanup sites, according to a Government Accountability Office report released Jan. 14.rnThe report examined cost-estimation practices at the Energy Department's Office of Environmental Management and the National Nuclear Security Administration (NNSA), both of which have been on the GAO list of federal programs at high risk for waste, fraud, abuse and mismanagement for several years.
