Forest Protection a Tough Issue in Doha Progress Hinges on High-Level Negotiators

A U.N. technical panel at climate talks here appeared deadlocked on what steps developing nations must take to monitor and verify their forest protection efforts, leaving the debate in the hands of high-level negotiators. The panel reached an impasse over how heavily wooded developing nations such as Brazil should be required to verify they are actually protecting trees if they are to participate in a U.N. forest protection program that provides them with funding. The program, known as Reducing Emissions from Deforestation in Developing Countries (REDD), was launched in 2008 to address forest loss, which accounts for nearly 30 percent of global greenhouse gas emissions.
