Bill Shuster (R-Pa.), incoming chairman of the House Transportation and Infrastructure Committee, said his top priority when the 113th Congress convenes in January will be to identify a sustainable funding source for federal transportation programs, noting that he thinks vehicle-miles-traveled fees are probably the most viable long-term option.
