Direct final rule amends regulations under 40 CFR 52.220 to approve revisions to the San Diego County Air Pollution Control District (APCD), the Monterey Bay Unified APCD, and the Antelope Valley Air Quality Management District portions of the California SIP. The revisions concern VOC emissions from coating of metal containers, closures, and coils; graphic arts operations; the provision of sampling and testing facilities required for permitting; and adhesives and sealant applications.
