The Environmental Protection Agency should consider getting tougher on state regulators to control air, water, and land pollution, according to the agency's inspector general. In a memorandum, EPA's Fiscal Year 2012 Management Challenges, Inspector General Arthur A. Elkins Jr. listed oversight of states, standards for brownfields re-vitalizations, and chemical risk assessment as three of the areas where the agency faces serious management and performance challenges, in his view. The memorandum, released July 13, was directed to EPA Administrator Lisa Jackson as an annual obligation for the EPA Office of Inspector General. It stressed that the agency has failed to establish consistent national baselines that state programs must meet.
