Maryland Gov. Martin O'Malley (D) wrapped up the 2012 legislative session May 22 by signing a bill that addresses the liability of drillers for damage caused by natural gas exploration and production. The legislation (H.B. 1123) addresses possible damage caused by exploration and production activity in the Marcellus Shale formation, which is expected to include horizontal drilling and hydraulic fracturing, or fracking, techniques that have raised concerns about water pollution and other environmental damage.
