Advocates Challenge Offset Protocols In State's Emissions Trading Program

Environmental advocacy groups have filed a lawsuit challenging the validity and enforceability of offset projects allowed under California's greenhouse gas emissions trading program (Citizens Climate Lobby v. CARB, Cal. Super. Ct., No. CGC-12-5195544, 3/28/12). Filed March 28 in California Superior Court in San Francisco, the complaint contends the offset protocols approved by the California Air Resources Board will not achieve real emissions reductions, as required under the state Global Warming Solutions Act of 2006 (A.B. 32).
