Negotiators Head to UN Talks in Warsaw Amid Lowered Expectations for Progress

International negotiators will gather in Warsaw on Nov. 11 to debate how to ensure broad participation in a climate agreement to go into effect in 2020, but also to seek ways to ratchet up efforts to curb greenhouse gas emissions before then. The Nov. 11-22 United Nations climate summit will bring together representatives from more than 190 parties, but it is not expected to yield significant breakthroughs on limiting global greenhouse gas emissions. It marks the halfway point between the Durban, South Africa, summit in late 2011-when all countries agreed to take action to address climate change-and 2015 talks planned in Paris, where the new agreement is to be signed. Reaching a deal in 2015 would give the United States and other countries ample time to ratify the deal in preparation for a 2020 start date.
