California hazardous waste regulators have proposed an administrative settlement that would require a battery-recycling facility to set aside $7.7 million to address toxic releases to air and soil.The Department of Toxic Substances Control announced the settlement Oct. 7 with Exide Technologies Inc., the Georgia-based owner of the facility in Vernon, Calif., near downtown Los Angeles.Brian Johnson, deputy director of DTSC's hazardous waste program, called the proposed agreement "an aggressive step" that goes beyond the department's initial concerns to identify potential public health impacts from lead emitted hv the facilitv.
