Rep. Spencer Bachus (R-Ala.) urged a subcommittee June 28 to support legislation (H.R. 2542) that would require federal agencies to consider the indirect costs of rules on small businesses, something critics argue would be a quagmire for the rulemaking process. The bill, the Regulatory Flexibility Improvements Act, passed in the House in the last session of Congress but died after the Senate did not take it up (42 ER 2704, 12/2/11). Bachus chairs the House Judiciary Subcommittee on Regulatory Reform, Commercial, and Antitrust Law, which held a hearing on the bill June 28. Bachus introduced the legislation June 27.
