Rep. Bachus Urges Support for Legislation Requiring Study of Rules' Indirect Costs

Rep. Spencer Bachus (R-Ala.) urged a subcommittee June 28 to support legislation (H.R. 2542) that would require federal agencies to consider the indirect costs of rules on small businesses, something critics argue would be a quagmire for the rulemaking process.
