Proposal on Lesser Prairie Chicken Allows Some Harm if Conservation Program in Place

The U.S. Fish and Wildlife Service proposed a rule May 6 encouraging state agencies to develop conservation plans for the lesser prairie chicken. Activities that damage the species' habitat, such as wind power projects, oil and gas development, and agriculture, would be allowed as long as they occur within a conservation plan that results in a net benefit for the species.
