Observers curious to see whether developing countries' surprise offer to take on binding emission reduction targets would spark others to follow suit were left waiting at the opening of the latest round of U.N. climate talks. The talks-formally known as the Second Session of the Ad-hoc Working Group on the Durban Platform for Enhanced Action-began April 29 with opening remarks from multilateral blocs and a warning from U.N. Framework Convention on Climate Change Executive Secretary Christiana Figueres, who said carbon dioxide concentrations in the atmosphere are on the verge of exceeding 400 parts per million, creating "a heightened sense of urgency."
