Rome-Battle lines between various groups are starting to emerge as international climate change negotiations change gears in hopes of agreeing to a unified climate treaty by 2015, with some U.S. and EU policies drawing fire from developing countries that say all efforts to confront climate change should take place within the U.N. context. In the wake of the U.N. climate change conference in Doha, Qatar, which concluded Dec. 8, 2012, work has officially started on the 2015 agreement that, according to agreed-to timetables, is to result in a new universal climate change regime by 2020.
