As part of an upcoming EPA proposed rule to establish a quality assurance program for renewable fuel credits, petroleum refiners are seeking an affirmative defense that would shield them from any penalties in instances where they purchase in good faith renewable identification numbers (RINs) that later are determined to be fraudulent.
