The Environmental Protection Agency has clarified that using cathode ray tube glass as a substitute in ceramic tile manufacturing may be considered legitimate recycling, while using the leaded glass as alternative daily cover in landfills is disposal of the material. Recycling the CRT glass in ceramic tiles would exclude it from solid and hazardous waste regulations under the Resource Conservation and Recovery Act, while disposing of it would still require compliance with certain RCRA requirements, according to the agency. While the clarifications are a "positive signal" for the CRT glass marketplace, the impact of the two "narrowly tailored exclusions" remains to be seen, Eric Harris, director of governmental affairs for the Institute of Scrap Recycling Industries, told Bloomberg BNA Oct. 17. "Overall, I think it's a policy indication that EPA is trying to relax [restrictions on] or find some markets for CRT glass," Harris said. "Generally, I think it's a positive sign for the market."
