A federal court has issued a preliminary injunction blocking work on a $26 million highway-widening project in Northern California until a Nov. 19 hearing in which the court will weigh the merits of Endangered Species Act claims against state and federal agencies (Souza v. California Department of Transportation, N.D. Cal., No. 13-cv-04407-JD, 5/2/14). The U.S. District Court for the Northern District of California May 2 said the order is needed to prevent irreparable harm to endangered coho salmon and their critical habitat from the effort to widen portions of highways 197 and 199 along the Smith River to give large trucks access to the north coast from the east.
