Forthcoming regulations from the Environmental Protection Agency on power plant emissions could renew hopes for a bill to address climate change because legislation might be seen as "the lesser of two evils," a leading Democratic senator on the issue told Bloomberg BNA. In a Jan. 17 interview (see related Q&A), Sen. Sheldon Whitehouse (D-R.I.) said sitting Republican senators are known to believe in climate change but fear speaking out due to the likely political consequences. He called the United States the "weak link" in ongoing international climate change treaty talks due to stark polarization on the issue within Congress.
