Top Senate Democrats said Oct. 20 they would fight Republican attempts to insert energy and environmental policy riders into an end-of-year spending deal as negotiations ramp up behind the scenes. Republicans have sought a number of riders to block administration energy and Environmental Protection Agency rules in fiscal 2016 appropriations bills, but Democrats such as Sen. Dick Durbin (111.) pledged to block them from making their way into law as part of a government funding deal expected in December.
