Two measures that would affect horizontal drilling and hydraulic fracturing in Maryland advanced in the General Assembly March 24. The House of Delegates passed H.B. 449, which would place a three-year moratorium on the issuance of any "fracking" permits. The Senate passed S.B. 458, which would adopt a strict liability standard for drillers without the need to show negligence. Final passage of either bill would require approval by the opposite chamber as the General Assembly nears its scheduled April 13 adjournment.
