Draft Groundwater Management Directive To Be Revised, Not Killed, by Forest Service

The U.S. Forest Service will rethink and rewrite its proposed groundwater management directive but will not give up on it as requested in a letter from six lawmakers, the service's chief said March 24. Chief Tom Tidwell told Rep. Rob Bishop (R-Utah), chairman of the House Natural Resources Committee, that the draft directive was written clumsily, giving people a misimpression of a threat to water rights. Bishop, one of the six House lawmakers who signed the letter, pressed Tidwell to dump the proposed directive entirely and start fresh if necessary. Tidwell, testifying to the House Natural Resources Subcommittee on Federal Lands, would not agree.
