The Senate approved environmental- and climate-related amendments to its fiscal 2016 budget resolution March 26, including language to establish new procedural hurdles for any future consideration of a carbon tax. Debate on the Senate budget resolution (S. Con. Res. 11) and amendments continued late May 26 with approval expected before senators depart March 27 for a two-week break. The resolution as well as approved amendments are largely symbolic because the blueprint is not signed by the president; thus, language targeting environmental policies is nonbinding.
