Coal supporters kicked off a flurry of actions Dec. 20 to tackle the Obama administration's new stream protection rule in what may be the start of multistate and congressional efforts to crush it. Early in the day, the first lawsuit opposing the rule was filed, with North Dakota alleging that the rule oversteps states' rights (North Dakota v. Interior, D.D.C., No. l:16-cv-02478, 12/20/16). Later, Rep. Evan Jenkins (R-W.Va.) introduced a bill that would fast-track an up-or-down vote to kill the rule.
