The tentative $14.7 billion Volkswagen diesel emissions settlement drew criticism from a variety of organizations, ranging from free-market groups that object to billions in funding for electric vehicles to a consumers group that wants a better deal for owners. The proposed settlement, which received preliminary approval in July from U.S. District Judge Charles Breyer, would create a $10 billion compensation fund for owners and lessees of hundreds of thousands of Volkswagen diesels that were outfitted with illegal technology that allowed the vehicles to pass emissions tests despite emitting more pollution than allowed. The settlement also includes a $2.7 billion environmental remediation fund intended to offset that excess pollution and a $2 billion fund to promote the development and adoption of zero-emission vehicle (ZEV) technology.
