States Can Reduce Air Pollution, Cut Costs By Using One Plan: Perciasepe

A state could cut costs and simplify how it handles its responsibilities under the Clean Air Act by writing a single implementation plan to address pollution from regional haze, ozone, particulates and other air pollutants, rather than trying to write four or five separate plans, a former top Environmental Protection Agency official said July 21. Bob Perciasepe, who was a longtime EPA deputy administrator, floated the concept of a state consolidating its implementation plans under the Clean Air Act as a way to tackle environmental obligations efficiently as it faces budget constraints. Perciasepe, who is now president of the nonprofit Center for Climate and Energy Solutions, spoke at the State Environmental Protection 2016 meeting convened by the Environmental Council of the States.
