Allegations that BP North America violated a municipal waste ordinance are removable to federal court as civil actions, the U.S. District Court for the District of Kansas said (City of Neodesha v. The court rejected the argument of the city of Neodo-sha, Kan., that the complaints should be remanded because they are criminal or quasi-criminal actions which seek to impose a punishment or penalty to enforce a public right.
