IG Faults EPA Explanation of Cost Estimates For Tier 3 Standards; Final Rule Unaffected

Employees at the Environmental Protection Agency did not accurately or thoroughly explain the basis for cost estimates associated with the Tier 3 standards for gasoline and vehicles, but those lapses were unintentional, according to the EPA inspector general. Investigators with the Office of Inspector General found several examples of inaccuracies and incomplete information in the final regulatory impact analysis but attributed them to time and staffing constraints. None of the faulty information affected the cost estimates in the final regulation, according to a March 29 report (No. 16-P-0122).
