California's vehicle-emissions certification and in-use testing programs will evolve as a result of the Volkswagen diesel-emissions scandal, state regulators said. Lessons are still being learned, California Air Resources Board staff told its governing board at a March 17 meeting near Los Angeles. A specific regulatory response could take another two to three months, Deputy Executive Office Alberto Ayala said. Changes are likely for California's standards involving onboard diagnostic systems, CARB staff said. Also, less predictable test cycles can be deployed to catch deliberate tweaks to engine software.
