Public Comments on Truck Carbon Limits Reopen After Dispute Over Race Car Issue

The Environmental Protection Agency is reopening the public comment period on its proposed second phase of greenhouse gas emissions standards for medium- and heavy-duty trucks after some parts manufacturers argued the rule could apply to cars that have been modified for racing. Though the Specialty Equipment Market Association had raisedits concerns about the proposed rule's impact on racing vehicles after the public comment period closed, the EPA said it wanted to accept additional comment on that issue as well as additional data and testing results that could affect the final rule's stringency, ac- cording to a notice to be published in the Federal Register March 2. The Specialty Equipment Market Association, which represents manufacturers and retailers of specialty parts for automobiles, has argued that the proposed rule would revise 40 C.F.R., Part 86 to require all vehicles to maintain pollution control equipment in its certified configuration, including vehicles converted for racing or for nonroad purposes that had previously been exempted.
