Senate Seeks to Revise Water Rules To Increase Lead Reporting, Monitoring

Legislation that would call on the Environmental Protection Agency to issue rules designed to improve the reporting, testing and monitoring of lead and copper levels in residential drinking water was introduced by two Senate Democrats Feb. 25. The Copper and Lead Evaluation, Assessment and Reporting Act (CLEAR) of 2016 (S. 2587), introduced by Sens. Ben Cardin (D-Md.) and Richard Durbin (D-Ill.), would require the EPA to promulgate regulations setting a "health-based, household action level" that triggers requirements to report the problem to the consumer and directs public health officials to follow up.
