A federal pipeline regulatory agency has put the operators of the Dakota Access pipeline on notice of probable safety violations—including for not looking at spill risks—and a proposedfine of $93,200, according to a new notice filed in a Washington, D.C., court.The Pipeline and Hazardous Materials Safety Administration identified seven probable violations Thursday, including a failure to study the consequences of a spill in “high consequenceareas” and a failure to correct an issue with its relief valves.The notice is the beginning of an enforcement proceeding and no final determination has been reached, the U.S. Army Corps of Engineers said.PHMSA hasn’t issued or proposed a corrective action or safety order with respect to the pipeline, the Corps told the U.S. District Court for the District of Columbia Thursday.
