Keep Trash Out of Anacostia River, Court Tells D.C., Maryland

Maryland and Washington, D.C., will need a new plan to prevent trash from entering the Anacostia River if they are to comply with the Clean Water Act.A federal court held March 30 that the existing trash removal plan for the garbage-laden Anacostia ran "afoul" of the Clean Water Act and the EPA's own regulations on establishing a "total maximum daily load" for the river. The EPA defines that load in terms of the "greatest amount of [a pollutant] that a water can receive without violating water quality standards."
