Coal loading facility owner's and operator's alleged discharge of coal from facility was not authorized by their Clean Water Act general stormwater discharge permit for discharges associated with industrial activities, because: (1) under plain terms of permit, non-stormwater discharges not authorized under permit are prohibited, and (2) coal discharges are not included in permit's list of authorized non-stormwater discharge categories.
