For the reasons explained above and for the reasons in the defendants' responses (Docs. 65 and 66) in opposition to summary judgment, the plaintiffs fail to show arbitrary and capricious action. The plaintiffs' motion (Doc. 61) for summary judgment is DENIED. The defendants' motions (Docs. 73 and 74) for summary judgment are GRANTED, and the clerk is directed to enter judgment for the defendants and against the plaintiffs. After entering judgment, the clerk must close the case.
