We were informed in January by Mr Barroso, the European Commission president, that Europe should lead the call for an international reduction in greenhouse gas emissions of 30% from 1990 levels by 2020. But taking the lead actually involves the EU proposing a 20% cut by that date, with the figure only rising to 30% if other industrialised countries follow suit.
