Proposals for introducing personal quotas for carbon have been bandied around before. Tradable Energy Quotas (TEQs), devised by environmental journalist and writer, David Fleming, were thrown up back in 1996.rnBut the concept can be traced back even further than that. Tradable Personal Pollution Allowances were originally proposed in an article by Dr. Kirk Barrett in 1995, applicable to any form of pollution, including carbon dioxide.rnPersonal Carbon Allowances were also described in the book, How We Can Save the Planet by Mayer Hillman and Tina Fawcett.
