Industry officials fear that the Bush administration's recent guide for EPA and the Army Corps of Engineers to determine the scope of the Clean Water Act (CWA) may broaden the agencies' current power to regulate wetlands, despite a successful and controversial lobbying effort urging the White House to narrow the scope of a draft version of the guidance.
