Managing EPA's Effluent Limitation Guidelines and Numeric Effluent Limit for Turbidity

This workshop includes in depth information on EPA's new effluent limitation guidelines (ELGs) for the construction and development industry. The workshop is designed to demystify the ELGs, described the non-numeric BMP requirements, discuss the numeric effluent limitation (NEL), discuss a variety of passive treatment systems (PTS), discuss a variety of active treatment systems (ATS) and provide design principles for achieving compliance with the ELGs and the NEL. The goal of the workshop is to provide attendees with the knowledge and tools necessary to evaluate individual construction sites and determine how to design, plan and implement BMPs, PTS and/or ATS to achieve compliance with the ELGs. Section one of the workshop discusses the development of EPAs ELGs and how they impact the construction industry, municipalities and contractors. The section includes the ELG details and a state by state implementation schedule. Section 2 of the workshop covers the NEL and the impact on larger sites and the eventual impact on smaller projects. This section describes how the NEL was established and the compliance monitoring that will be required for projects that fall within the NEL. Sections 3 of the workshop, includes a variety of PTS along with specific case studies to demonstrate applicability of each approach. This section also includes a hands on activity to demonstrate jar testing with a variety of water treatment chemicals utilized in PTS. Section 4 of the workshop covers the types of ATS currently being implemented on construction sites and will include a hands on demonstration to determine the applicability and effectiveness of ATS to project specific conditions. The final section of the workshop focuses on utilizing the information from the previous sections to develop a cost effective approach to managing stormwater runoff and achieving compliance with ELGs and the NEL. This section demonstrates how to include the use of PTS or ATS into the project SWPPP and how to manage and minimize the costs associated with implementing, maintaining and operations PTS or ATS. Attendees can utilize these strategies for complying with non-numeric BMP requirements, reduce exposure to the NEL and achieve compliance with the NEL on larger construction sites.
