Advocates Eye Climate, Energy Bills To Advance Brownfields Agenda

Brownfields advocates have scaled-back plans to reform EPA's brownfields program and win a funding increase in a stand-alone reauthorization bill and are instead exploring ways to win new funds by emphasizing the sites' benefits for popular renewable energy, climate change and infrastructure efforts that will be considered in the 111th Congress. One informed source says the National Brownfield Coalition - a group of development stakeholders including the Real Estate Roundtable, Smart Growth America and the U.S. Conference of Mayors - will continue to argue for reauthorization of the EPA brownfields program and pursue some of the reforms to the program that they have long sought, such as efforts to make the grant application process easier, to allow non-profit organizations to apply for brownfields grants and to allow multipurpose grants.
