Epa Prepares Waste-fuels Rule After Denying Request In Dsw Rule

EPA may finalize a controversial proposal to increase the number of hazardous wastes that can be burned as fuel without being subject to strict waste rules before the end of the Bush administration,a government source says,a move that would be a major win for some industry groups after EPA denied their requests to expand so-called waste-to-fuel exemptions as part of its recent rule revising the agency's definition of solid waste (DSW). The White House Office of Management & Budget (OMB) recently extended its review of EPA's proposed expansion of its comparable fuel exclusion under the Resource Conservation & Recovery Act (RCRA),which OMB initially received from EPA in June.Industry and activists are divided over the proposal,but the government source says the rule will likely be one of the regulations the Bush administration is able to finalize before it leaves office.
