The Senate debate on the carbon cap-and-trade proposal from Sens.Joseph Lieberman (I-CT) and John Warner (R-VA) may have ended on a whimper,but both supporters and opponents argue the week of often contentious debate on the bill has provided valuable lessons-especially on the role of coal and nuclear energy and funds for adaptation-that will help shape any future legislation addressing climate change. The Senate failed June 6 to invoke cloture to end debate and move to a vote on the Lieberman-Warner bill,and Senate Democrats say it is very unlikely they will come back to climate change legislation before next year.
