The Office of Management & Budget is reviewing Defense Department objections to an EPA draft guidance for cleaning up munitions at former ranges,potentially delaying the agency's plans for issuing the policy document this summer. The dispute over the agency's draft guidance is the latest in a series of disputes between regulators and DOD over the munitions cleanup issues,which affect a multitude of sites nationwide. The action comes as DOD recently asked OMB to resolve a separate dispute with EPA over what measures the agency can include in enforceable Superfund cleanup orders for federal facilities,following a high-level conflict between the Air Force and EPA that played out over the past year.
