RGGI OFFICIALS RECOMMEND WAIT-AND-SEE APPROACH TO GHG 'LEAKAGE'

Top officials with the Northeast Regional Greenhouse Gas Initiative (RGGI) are promoting a wait-and-see approach to addressing potential increases in greenhouse gas (GHG) emissions from power plants in non-regulated areas, in a revised version of a controversial March 2007 draft report. This conclusion comes despite criticism last year from some states, industry organizations and environmentalists that RGGI states should implement specific policies and program design elements to minimize so-called leakage and its impacts before the power sector cap-and-trade program is launched in 2009.
