A wide range of non-auto industries, including chemical manufacturers, miners, power utilities and cement producers, are charging that EPA's proposed rules to reduce greenhouse gases (GHGs) from vehicles is unlawful because it fails to analyze the economic impact of stationary source GHG controls that will be triggered by the rule.rnThe concerns show that disparate industries are finding common legal ground to oppose the rules even as the agency issues its first-time finding that GHGs endanger human health and welfare to allow the vehicle rules to move forward (see related story). Some sectors say EPA's approach amounts to a "shell game" in which the agency never confronts the true cost of its climate actions.
