EPA's plan to issue a revised Spill Prevention, Control & Countermeasure (SPCC) rule next month is drawing concerns from the oil industry, who fear the agency has wide latitude to alter many provisions, including measures contained in a blocked Bush-era version of the rule that limited requirements for contaminated "produced" water tanks.rnThe Small Business Administration (SBA) is also raising concerns that EPA may narrow provisions in the Bush-era version of the rule that allows small facilities to self-certify their compliance.rnThe Obama EPA twice this year has delayed the implementation date of the SPCC amendments rule, which the Bush administration published in the Federal Register Dec. 5, most recently in an April 1 notice that pushed back the implementation date to Jan. 14, 2010.
