Separate House legislative proposals on climate change and transportation policies include near-identical provisions that would require states to set greenhouse gas (GHG)-reduction goals as part of transportation planning in order to win federal funding, indicating a growing consensus on linking transportation policies to combating climate change.rnWhile the climate bill, passed by the House June 26, and the transportation bill both face significant barriers to enactment, the transportation-climate provisions could still be attached to a short-term extension of funds for the highway trust fund that the Obama administration is seeking.
