A key environmental group is supporting a continuing role for voluntary stewardship programs - even as the group presses for a significant strengthening of the Toxic Substances Control Act (TSCA) -on the grounds that legal reform alone may be insufficient to protect the environment and voluntary programs can go further.rn"Ultimately we see these regulatory mechanisms as defining a floor, not a ceiling," said Cal Baier-Anderson, a health scientist with the Environmental Defense Fund (EDF), during a presentation at the GlobalChem chemical industry conference here April 7. "It just defines a baseline for compliance.
