Recently introduced legislation requiring EPA to enforce an export ban on electronic waste (e-waste) is sparking a debate over the scope of any exemptions from the bar, with recyclers seeking to expand the bill's waivers to allow exports of commodity grade material while environmentalists are vowing to ensure EPA does not broadly construe an exemption allowing for the export of "functional" products.rnReps. Michael Thompson (D-CA) and Gene Green (D-TX) Sept. 29 introduced H.R. 6252, a long-awaited bill that seeks to end the practice of shipping used electronics overseas, which has been linked with environmental and health problems in developing countries due to unsafe recycling practices.
