Environmentalists are expressing concern that an effort by local activists to force EPA to develop numeric nutrient criteria for the Kansas River could cause an avalanche of similar demands on EPA, overwhelming the agency and ultimately forcing it to fight the suits rather than develop numeric limits.rnOn June 2 Friends of the Kaw (FOK) - a member of the Waterkeeper Alliance - filed a 60-day notice of intent to sue (NOI) EPA for its failure to establish numeric water limits for nitrogen and phosphorus in the Kansas River, which contribute to the hypoxic "dead zone" in the Gulf of Mexico.
